Quick Walkthrough

1. Speak with Rogatus Cipius about market for brandy.

Detailed Walkthrough

Rogatus Cipius wants you to create a market for brandy. His. He's been struggling to make inroads in Narsis for his Cyrodiilic Brandy product, and asks that you go to the Hlaalu Council Company and (under false pretences) obtain the name of their importer, and persuade said importer to buy from Rogatus instead.

Agree, and Rogatus will give you an EEC Invoice to deliver to the Hlaalu Council Company members at the Mesa Exchange. Refuse, and he'll insist that you find a buyer for his brandy another way, and suggests speaking to others in the office for advice. Niden Farandan is the one with the most helpful suggestion - seek a buyer in Sadrathim.

Finding a buyer

If you refused Rogatus' plan, and want to take Niden's suggestion instead, then this is fairly simple. Head out to Sadrathim using the boat service opposite the East Empire Company office. Then talk to Vulam Tellenith inside the bar named Vulam's Net. With 70+ disposition, he'll agree to buy the brandy in the hope that it will attract the outlander pilgrims who visit Sadrathim's temple. Then return to Rogatus for a reward of three bottles of brandy.

For the bigger reward, you'd need to have agreed to Rogatus' plan. The Mesa Exchange is in the Market Quarter of Narsis, so head out there and seek out Ramila Verothran on the upper floors. Talk to her about the moth-silk invoice first. This will increase her disposition by 5. Then get her disposition up to 70 or higher before asking about the market for brandy topic. She'll reveal that Saenus Dibuntus in the Market Quarter imports a lot of it.

Go look for Saenus. He has a store in the Market Quarter called Saenus Dibuntus: Western Imports that faces onto the main road. Ask him about the market for brandy. At 90+ disposition, he'll accept Rogatus' offer to become his new supplier. Return to a very satisfied Rogatus for five brandy bottles.

Otherwise, Saenus will reference the large amount of brandy upstairs in his store - six months worth of supply. You can reduce this stock by entering the storage room upstairs and activating the Crate of Brandy within. A pop-up will appear allowing you to smash the brandy bottles. If you do this, return to Rogatus for the reward of seven bottles of brandy as he happily anticipates snapping up Saenus' customers.
