Quick Walkthrough

1. Speak to the leaders of guildhalls in Bal Foyen or Almas Thirr for a writ on Dileru Dras.
2. Kill Dileru Dras in Old Ebonheart.
3. Talk to Entosaro Tanian.
4. Report to a writ issuer.
5. Bring the Morag Tong's complaint to Old Ebonheart's Guild of Barristers, asking them about Entosaro Tanian.
6. Take the Formal Complaint to Belisatha Mede in the Ebon Tower Curia, and either:
   • Accept the 1100 gold.
   • Insist on higher recompense (1600 gold, requires 60+ Speechcraft).
7. Return to a writ issuer.

Notes

• You can circumvent Entosaro Tanian by teleporting out of Dileru's house and presenting your writ to a Dark Elf guard, rather than leaving via the door.
• Successfully presenting a complaint will cause Entosaro to disappear, implying that Belisatha follows through on her threat to reassign him to Solstheim or Roscrea.

10		I have been given a writ for the honorable execution of Dileru Dras, who can be found in Old Ebonheart.
80		Dileru Dras has been slain according to the traditional and honorable doctrine of the Morag Tong. The execution was reported as a crime.
81		When I left the house of Dileru Dras, I was stopped by a guard named Entosaro Tanian. He refused to accept my Writ of Execution, stating that no one but the Empire had the power to issue execution warrants.
82		Entosaro Tanian's interference in a sanctioned execution by the Morag Tong is unacceptable. I am required to formally present my grievances to the Imperial judiciary, and to demand recognition of the guild's right to carry out their lawful duties. The offices of Marsh & Ellerian in Old Ebonheart can tell me who I need to bring this issue up with.
83		I attempted to lodge a complaint about Entosaro Tanian with Belisatha Mede, but she will only accept a written petition, drafted by a member of the Old Ebonheart law office.
84		I have obtained a formal letter of complaint, to be presented to Belisatha Mede in the central offices of the Imperial Curia in the Ebon Tower.
85		Belisatha Mede paid me 1100 gold in compensation for the actions of Entosaro Tanian. She also affirmed the right of the Morag Tong to carry out lawful executions, and promised that the offending guard would be re-assigned.
