Quick Walkthrough

1. Speak to Aizuhr-Suur in Emmurbalpitu's Crepuscular Shrine.
2. Search the bodies of the Ordinators for a note, and show it to Aizuhr-Suur.
3. Interview the ghosts about the note's signatory.
4. Speak to Llorissa Faali in Almas Thirr and convince her to return to Emmurbalpitu (or kill her).
5. Return to Emmurbalpitu and speak to Llorissa, then Aizuhr-Suur to receive the unique Antumbral Shield.
6. Decide whether to aid Llorissa or Aizuhr-Suur, or leave them to their differences.
7. Speak to the survivor for a second reward, if you picked a side.

Detailed Walkthrough

As above, but note that Llorissa can be found in the Monastery of St Veloth, on the far eastern side of Almas Thirr. She can be convinced to return to Emmurbalpitu only by presenting her with evidence of her involvement, and then mentioning the restless ghosts - the prospect of vengeful Winged Twilight is less than appealing for her. Say simply that she owes it to the dead. She will agree to return to Emmurbalpitu.

You should return also. Back in the Crepuscular Shrine, speak to Llorissa, who will put the ghosts to rest. Then speak to Aizuhr-Suur, who will insist on ending Llorissa's life. You can choose either to help her, in which case you can loot her body for a Glass Staff, stand aside to get nothing extra, or help Llorissa, to receive a Scroll of Almsivi Intervention. If you go back to the Monastery of St. Veloth and speak with Llorissa again, she will also give you the Amulet of Levitating.

10		I met Aizuhr-Suur, a servant of Azura and guardian of Emmurbalpitu shrine. They are having trouble with ghosts of dead worshippers who are refusing to depart. The worshippers were killed by War Ordinators from Almas Thirr, who were falsely tipped off to purge the shrine. Aizuhr-Suur wants me to find the person responsible for the purge so the restless spirits could finally have peace, and told me I should search the Ordinators' remains for clues.
30		Aizuhr-Suur didn't know who the "L. F." in the Ordinators' note is. They told me to show the note to one of the dead worshippers and ask them.
40		One of the ghosts at Emmurbalpitu has identified "L. F." as Llorissa Faali, an excommunicated Azura worshipper, who is now with the Tribunal Temple. I was told to look for her in Almas Thirr.
50		I confronted Llorissa Faali. She admitted to providing the Ordinators with a false testimony, which led them to purging the Emmurbalpitu shrine. However, she told me that the worshippers were becoming a dangerous cult which would've been a serious threat to the outside world. Llorissa says she is regretful for their deaths, but thinks it was the necessary evil.
55		Llorissa Faali agreed to return to the Emmurbalpitu shrine to confront the ghosts of her brothers and sisters. She asked me to join her there.
60		Llorissa Faali is dead.
65		After hearing what she had to say, I have decided to let Llorissa Faali live.
70		Llorissa Faali told the ghosts lingering in Emmurbalpitu what happened to them and asked for their forgiveness. Appeased by her confession, the ghosts disappeared.
80		Unwilling to let her leave, Aizuhr-Suur has attacked Llorissa Faali.
90		Llorissa Faali is dead.
100	Finishes quest	Aizuhr-Suur thanked me for helping with the ghostly cultists.
105	Finishes quest	Aizuhr-Suur thanked me for helping them dispose of Llorissa Faali. It would seem that killing her made the ghosts in Emmurbalpitu leave the shrine.
110	Finishes quest	Aizuhr-Suur was very unhappy to learn that I had let Llorissa Faali go.
120	Finishes quest	Aizuhr-Suur is dead.
