Kul-Tei in Uriel's Quarter

Quick Walkthrough

1. Speak to Vycius Pitio in the Dustmoth Legion Garrison, Firewatch, about collect fines.
2. (Optional) Consult Darnell in the Eastern Watchtower.
3. Either:
   • Pay 500 gold to Vycius Pitio.
   • Speak to Darnell (reward: The Book of Circles, +1 general reputation).
4. Or:
   • Confront Jinar Kammu on the Silver Serpent, Firewatch docks, and either:
     1. Kill him, and take gold from his body.
     2. Do not attempt an arrest, and leave him be.
   • Confront Folstar the Whaletooth in his home and either:
     1. Arrest him.
     2. Kill him.
     3. Persuade him to give you his Snow Bear Boots in lieu of a fine.
     4. Leave him be.
   • Confront Kul-Tei in the streets of Uriel's Quarter and either:
     1. Arrest him.
     2. Accept his Hackle-Lo in lieu of the fine.
     3. Kill him.
     4. Leave him be.
   • Pay Vycius Pitio 500 gold.
   • Speak to Darnell if you left all three be.

Notes

• Despite his apparent poverty, Folstar's set of enchanted armor would cover the 500 gold fine several times over, being worth over 23,000 gold altogether.

6		I persuaded Folster the Whaletooth to let me take his Snow Bear Boots as payment for his fines.
7		I have jailed Folstar the Whaletooth for failing to pay his fines.
