Quick Walkthrough

1. Speak to Corter about taxes from Dovres Falen.
2. Either:
   • Persuade Dovres Falen to pay his taxes (requires 80+ disposition).
   • Intimidate Dovres into paying up.
   • Kill Dovres.
3. Bring 400 gold to Corter.

Detailed Walkthrough

Ask Corter for orders, and you'll be asked to collect unpaid taxes from Dovres Falen. You'll find him in the Shipping Office by the waterfront. He's not a friendly chap, but raising his disposition above 80+ or successfully intimidating him will get him to pay up. Return to Corter with the 400 gold he gives you. You can alternatively kill Dovres for the money, although Corter does not entirely approve and lessens your reward.

The total amount of money he told me to collect is 400 septims. Corter suggested that I find a way to intimidate Dovres Falen to make him pay.
50		I convinced Dovres Falen to pay the taxes.
100	Finishes quest	I gave the taxes from Dovres Falen to Corter.
