Quercus Duro, clerk of the Resettlement Office in Old Ebonheart

Quercus Duro is an Imperial scribe and a Clerk of the Census and Excise Office. His chief remit is the Resettlement Office, located in the northeast tower of the Ebon Tower in Old Ebonheart, but he is notably slow with his work - resulting in a very lengthy queue of aspiring colonists.

He is involved, albeit briefly, in the events of the Stendarr Tower Haunting. Speaking to him otherwise will allow you to apply for resettlement elsewhere in Morrowind, resulting in a number of world-weary comments on your desired destination.

He wears a common robe with matching shirt, pants, and shoes. He carries an ash statue.

Aside from his natural charm and ability to absorb fatigue from others, he knows no spells.

"Are you here for resettlement? I would assume so -- there isn't another reason to be in the Resettlement Office."

"Hmm, let's see what we have available... I'll list out our currently available settlements. Tell me if any of these strike your fancy: Pelagiad, Caldera, Ebonheart, or Solstheim."
  • Pelagiad.:
"Pelagiad, a fine choice. A word of advice, stay away from any Khajiit you see there. The last time I visited one of them was positively obsessed with me. Luckily I had my trusty amulet of recall to prevent things from getting too hairy, if you'll excuse the pun. Now that that's settled, you have your Imperial Charter Agreement signed, right?"
  • No.:
"You do realize I'm making these notes in ink. I'm not going to scratch this out, I wouldn't want to ruin this otherwise spotless vellum. Get your paper signed by the Resettlement Headquarters in the Imperial City and come back when you do. I can process no more settlers until you return. How inconsiderate some people are..." Goodbye
  • Caldera.:
"I'm afraid I can't recommend Caldera to any new settlers. Not only is there an entire manor of Orcs, but they let a Scamp have full reign of the place! I'll put a note next to your name that says you waive all responsibility of the Resettlement Office...and perfect. Now that that's settled, you have your Imperial Charter stamped and sealed, right?"   • Ebonheart.:
"Oh did I say Ebonheart? That shouldn't be on there, we just filled the last slot last week. Let me see if I have a suitable replacement. Aha, I have one last slot available in Dagon Fel. It's a fully furnished home with all of the amenities included, I'll just need to see your Imperial Charter Agreement with the Imperial seal and it's all yours." (See 'No.' choice above)
  • Solstheim.:
"Ah, Solstheim. It's a wonderful place, I've heard. There's a boat from Khuul I can get you on first thing tomorrow morning. Please present to me your Imperial Charter Agreement." (See 'No.' choice above)
  • None of those.:
"My, how pretentious! You've sailed halfway across the civilized world and abandoned everyone you've ever known and suddenly none of our settlements sound good to you? I'm writing a note in the margin that... You DO have your Imperial Charter Agreement, right?" (See 'No.' choice above)

Stendarr Tower Haunting[edit]

  • There's more to these statues than simply being mementos of Morrowind. They have odd effects on the people who purchase them. Why don't you give me yours, and I'll dispose of it properly?:
"Dispose of it? Now that you mention it, I've felt a little odd ever since I purchased the idol. Yes, I think I'll take you up on that offer, %PCRace." (You receive an Old Ebonheart Ash Statue)
  • Creepy? They're far more than creepy, you stuffed shirt bureaucrat! Hand over the statue right now if you value your life!:
"Is there something wrong with you? Been in Morrowind too long, have you? I don't have time to listen to the ravings of a madman. Leave, now." Goodbye (Disposition -25)
(If you asked for the ash statue aggressively):
"Yes, %PCRace? You already asked me about the Dunmer trinket I picked up down at the docks. No, I don't respond well to threats."
  • Sorry about my behavior earlier. There's something strange about these statues, and they seem to be affecting people in odd ways. May I have yours to dispose of it so its influence doesn't spread?:
"Well, now you're speaking more reasonably. Yes, I've felt something odd from the statue as well. I chalked it up to the idol's general creepiness, but perhaps there's something more at work here." (You receive an Old Ebonheart Ash Statue)
