Quick Walkthrough

1. Talk to any Temple Master, e.g. Muran Samarys in the Ald Iuval temple, about the Shrine of Conviction.
2. Travel to Hunza Camp, north of Septim's Gate Pass.
3. Raise Bakul-Yar's disposition towards you to 90 or more.
4. Activate the Shrine of Conviction.

Detailed Walkthrough

For this pilgrimage, you must make your way to the remote Hunza Camp. This lies in Shipal-Shin. It can be reached by traveling to Septim's Gate Pass (from Narsis, take the guar cart at the western gate of the Market Quarter to Shipal-Sharai, and from there into the pass). Once at the pass's fort, leave via the eastern gate and turn left immediately. If you continue onwards, keeping the brown cliff to your left, you will eventually reach the camp.

The Shrine of Conviction is on the camp's northeastern side. If activated, a message will appear reading as follows:

"Here we commemorate the priests of the Tribunal Temple, who met with the gathered Shinathi tribespeople, and, through conversation and exchange of gifts, revealed to them the truth of ALMSIVI."

A Shinathi named Bakul-Yar stands by it. You need to befriend him, as priests once did with Shinathi of the past. This means raising his disposition to 90 or more. He has a unique (and pleased) response to Bribe and Admire actions, although charm spells will also work.

Once his disposition hits 90, pray at the Shrine of Conviction to complete the pilgrimage. This grants the Blessing of Conviction effect (25 pts of Jump and Fortify Acrobatics for five minutes), and triggers the below message:

"Forever shall the friendship between the Hlaalu Great House and the Shinathi Tribes of the Shipal-Shin endure, sealed by the word of ALMSIVI."
