Nolus Atrius, Balmora's Magistrate

Nolus Atrius is an Imperial Noble and the Imperial Magistrate for Balmora. He resides in his Andothren manor alongside his sister, Casse Atrius. It is unclear why he is not actually living within the much smaller Balmora, but he appears to prefer learning of its affairs from afar. This is possibly a concession to Casse, who appears to resent having to live in Morrowind altogether.
