Navil Drolnor is a Dark Elf merchant who makes an appearance during the East Empire Company quest, Letter of the Law. He has been waylaid by an especially fastidious official of the Census and Excise named Ignatius Jureilius for a boat of undocumented (and suspiciously heavy) large kwama eggs. The Company representative, Aetia Nemesia, will ask you to intervene. He can be found at the small wooden pier just off of the main docks of Old Ebonheart.
He wears a common shirt with matching pants and shoes.
Aside from his natural resistance to fire and the sanctuary provided by his ancestors, he knows no spells.

- "Please tell me you're here about this awful man beside me. He's an excise agent, I think that's what it's called."
- (If he has paid the tax):
- "Gods be praised, I'm free to trade my eggs in peace."
- (If he refused to pay the tax):
- "Thanks for nothing, idiot." Goodbye
- (If you confronted him about the smuggled Ornate Dwemer Goblets):
- "Mind your own business, %PCRace."
- excise agent:
- "I'm not sure what that is, but it sounds bad. Ignatius Jureilius won't let me bring my kwama eggs into the city without some papers or he takes all of my eggs. I'm just a simple farmer, I don't know what papers he's talking about. He told me to talk to some Porcilla Dythos in the Harbor Offices but I can't leave or he might try to take them. I don't understand why he won't leave me alone. Go on and look at my barrels, you'll only find eggs."
- "You've got to help me, I'm just a simple egg farmer. Speak with someone, anyone, and get me out of this mess."
- (If you have decided the tax is 15 gold):
- "Fifteen gold? That's it? Of course I'll pay that. [Navil pays Ignatius the fifteen gold.] And fifty for you, my very special courier. You've done me a great service." (Disposition +100, and you receive 50 gold)
- (If you have decided the tax is 50 gold):
- "Fifty gold? I suppose I can pay that. [Navil pays Ignatius the fifty gold.] You've done me a great service."
- "I'm just happy to unload these damn eggs. They're more trouble than they're worth."
- (If you have decided the tax is 300 gold):
- "Three hundred gold?! This cuts into my margins far too much to be worth it. I'll be writing to your superiors, %PCName." Goodbye (Disposition -50)
- "Damn you and damn these eggs. Damn the excise agent too."
- (If you have found the Ornate Dwemer Goblets):
- "So you've found me out. Yes the eggs are filled with dwemer goblets, and yes I'm going to jail. But this goes higher than you think. The East Empire Company knows about what I'm doing. Not only do they know, they hired me to do it. Just leave the Company and don't come back. Better yet, just leave Morrowind. It's safer that way."
- "It doesn't concern you, %PCName. Forget that we met."
