Quick Walkthrough

1. Speak to Frorkvald the Stoker in Narsis' Canyon Air Inn about fishbrew.
2. Persuade him to accept your help (requires 50+ disposition).
3. Deliver Frorkvald's Letter to Fels Daryno in the Brewers and Fishmongers Hall.
   • Either:
     1. Say you don't want to get involved, or kill Fels.
     2. Return to Frorkvald (rewards 25 gold).
   • Or:
     1. Agree to duel Frorkvald.
     2. Challenge Frorkvald and...
        • ...either defeat Frorkvald through force of arms...
        • ...or sass him into a surrender (requires 50+ Speechcraft).
     3. Return to Fels (rewards 2x Greef and 2x Alchemy).

Detailed Walkthrough

Frorkvald the Stoker stands on the bottom floor of the Canyon Air Inn in Narsis' St. Veloth quarter. He's developed a distinct aversion to Morrowind's beverages, and wants to deliver a letter of complaint to the head brewmaster of the Brewers and Fishmongers Hall. If you have 50+ disposition with him, he'll agree to let you deliver that message for him.

The Brewers and Fishmongers Hall is in the Foreign Quarter, and stands a little way to the north of the Chapel of Zenithar. Fels Daryno is on the lower floor. Show him the letter. It transpires that Frorkvald wants to duel Fels. Fels refuses - although asks if perhaps you could stand in as his champion.

You can say you don't want to get involved and return to Frorkvald for 25 gold in payment for your courier walk. You can alternatively accept Fels' offer - he'll give you some Mazte to help in the fight. In this latter case, speak to Frorkvald. He's keen to fight, although with 50+ Speechcraft you can also insult him into surrendering peacefully. If you do fight him, he'll surrender on reaching low health. Either way, once you have your victory return to Fels for two bottles of Greef and two levels in your Alchemy skill.

You can also just kill Fels and inform Frorkvald. This gains you 25 gold and 10 disposition with Frorkvald.
