Getting the letter without completing Beneath Bronze Waters

In the Notes section: "The courier has been known to arrive, meet the player in Dawnstar and start this quest even if Beneath Bronze Waters is in progress but unfinished. Whether this is intentional or a bug is unknown."

The encounter with the courier doesn't need to be in Dawnstar. I picked up the Dwarven fishing rod schematics in Alftand (for Beneath Bronze Waters) and went from there to Winterhold, which is where I met the courier who gave me the letter.

I did pass by the (empty) shack on my way *to* Alftand, so maybe there's a quest trigger related to that. SaltInstitute (talk) 23:09, 3 March 2023 (UTC)
