If the assassin doesn't appear, his BaseID is xx020808. The console command "player.placeatme xx020808 1" will spawn him at your location, but he won't be immediately hostile, and he will be immediately invisible. You'll have to find him and attack him, but in my case, at least, I was able to complete the quest without any further use of the console.

Assassin appearing

I have the Anniversary Upgrade for the PS4 Special Edition and can confirm that the assassin doesn't appear before the start of Bleak Falls Barrow. When the quest updates you to wait while the Jarl is unoccupied, when you enter Dragonsreach there is no marker for the quest. Once I talked to Jarl Balgruuf to initiate Bleak Falls Barrow, and after we spoke to the court wizard, the quest marker appears. I had to exit Dragonsreach and re-enter for the actual Assassin to appear. 24.222.188.35 22:38, 1 April 2022 (UTC)

Assassin unkillable

I finally got the assassin to appear, but he is unkillable. I can attack him but he just fully restores health and carries on. He also seems to have inherited the idles of other Dragonsreach characters? I first found him sitting on a bench eating bread, and then leaning over the map table. He's still invisible and doesn't get uncloaked ever.
