Bug: does not go home with the Goldfish

Mila accepts one of the three goldfish out of the player inventory. The message about following her appears, but she never leaves. Her inventory shows 7 items but NO goldfish. Even the next day she just stands around with an arrow over her head, and the player still has two Goldfish. Giving the two remaining goldfish to a follower does not remedy the problem. Leaving Whiterun and re-entering does not solve it either.

Using the quest ID and doing an sqs shows Stages: 0 -> 1, 20 -> 1, 30 -> 0, 40 -> 0, and 200 -> 0.

Set quest stage to 30, and Mila reverts to default generic dialog: "Hi there. Need something?" before resuming her usual patter about selling from a stall.

Set quest stage to 40, and it completes the "follow her" part of the quest with a message and she gives out the 1 gold. The quest then marks stage 200 as completed.

The sqs shows all stages with ones (done).

I then went to check on the goldfish's forever home in the outside water trough beside Mila's house. The Goldfish was there but the quest restarted!

A new sqs shows stages 0 and 40 as ones, the other three stages are zeros!

[Update] If you bring her a Goldfish now, the quest updates to 200 and she gives you one gold but does not take the second Goldfish. The sqs has done at stages 0, 40, and 200. This failure to lead the player error reappears in the quest "Two of a Kind" in which she requests a companion Goldfish.
