Not Percent Increase

As far as I can check, the increase in regeneration is not in percent, but in plain number. For example, putting on blue invigorating shoes had my Stamina Regen step from 627 to 634 (+7). +7% would have raised it to 671.

Please confirm, and correct the information - or let me do it.
