Zugoth is an Orc of the Dark Brotherhood. He can be encountered in Bloodrun Cave where he will be backing up Elam Drals when you confront him from the right side of the room. When cultists from the Order of the Waking Flame begin attacking, Elam will order Zugoth to go and secure the sanctuary.
