Vandalion is a High Elf weaponsmith who can be found in the Brightsteel Armory in Vulkhel Guard.
When you speak to him, he says:
- "The Stars welcome you, traveler. Take a moment to look over my arms. I assure you - they are as deadly as they are beautiful."
