Before the related quest:

"Don't eat the bread; it's stale. Stick with the drinks. At least they're still potent."

After you agreed to help Enthis Hlan, you will confront Turil, who will reveal his side of the story that the bandits were hired by Enthis and the silk belongs to him. You can intimidate him to make him confess how he knows about the leader of the bandits and he cares more about getting the silk back:

Enthis claims you hired bandits to steal his silk.
"That bastard sent the bandits on me! Their leader, Chanda, told me he hired her. I was lucky to escape alive.
Look, how about I pay you to steal back the silk from Chanda? You'll find her camp to the east."
[Intimidate] How did you know the leader's name? Don't lie to me.
"Okay, I hired her to attack him. But she still stole my silk. Listen, forget about killing all those bandits. Would you just retrieve my silk?"

If you speak to him again, he'll say:

"The bandits could move their camp at any moment. Don't let them get away!"

If you have the silks, he'll be sharing the same table as his rival:

"My silk. Did you find my silk?"
You hired Chanda to attack Enthis.
"Yes. Yes, I did. And I'll tell you why. I've not told anyone this, but the money I make with this silk? It goes to suffering war refugees. If you give me my silk back, you save hungry familes torn apart by war."
Here. Take your silk.
"Did … did you notice that? Just now, as you handed me the silk. The sun shone through the clouds. Thank you. And look at Enthis over there. May he suffocate beneath a pile of mammoth dung."

If you choose to give the silks to him and haven't turn in the quest yet, he will alternatively say:

"You can't know how grateful I am for this."
Here is your silk. (Leads to quest completion dialogue)

If you burn the silks and give Tulril the bad news:

"My friend. You return, with my valuable property all in…"
I've destroyed the silk.
"You…you what? Why would you do that?"
You're a liar and a cheat, Tulril.
"Just, just stop talking. I can't bear the sound of your voice. It's time I put aside this feud with Enthis. It's clear we have much in common, such as hiring assassins to stab silk-rippers to death!"

If you burn the silks, exiting and talking to him again before turning the quest in to him, he threatens you when you turn in:

"Are you mad? Now I wish I'd wasted my life stabbing things or learning magic. If I had, we'd be having a different conversation!"
You're a liar and a cheat, Tulril. (Leads to quest completion dialogue)

If you gave the silk to Enthis but haven't turn in the quest:

"Why would you do that? That silk belongs to me?"

If you got rid of the silks:

"This town is filled with criminals and cultists. Why did I think you'd be different? The silks I peddle would have been wasted on these barbarians."

If you gave the silks to Enthis:

"You gave away my silk to that … that netch. Does it bring you joy to steal from an old Dark Elf?"

If you gave him the silks:

"This was all you could get, eh? Well, you did risk your life. And Enthis is miserable. Hah!"
