Kill a Trove Scamp in Imperial City Sewers during Whitestrake's Mayhem.

Scamp of Mayhem is awarded for killing a Trove Scamp in the sewers of the Imperial City during the Whitestrake's Mayhem event. This means of course that you must have access to the city, either via purchasing the DLC (individually or as part of a bundle) or by having an ESO Plus subscription. The scamps themselves spawn in certain rooms at varying times, and more information on that can be found on their respective article.
