Milia the Gatekeeper is a Dark Elf guarding the gate leading to the fighting pit of the Dragonstar Arena. You need to talk to her to begin your arena challenge.

Dialogue

Speak with her to gain access to the arena.

"Are you just going to stand there admiring my armor or are you ready to enter the Arena?"

"Are you planning to fight in the competition or are you just here to watch?
When you make up your mind, I'll be right here."

"Another group of losers? Well, if you insist on getting your arses kicked, let me know and I'll send you into the Arena."

"When you and your group are ready to enter the Arena, let me know.
Once you enter, however, there's no turning back."

We're ready to enter the Arena.

"Then may the mistress guide your hand.
You'll certainly need some higher power to watch over you in there."

She walks off to the left as the gate opens.

Milia the Gatekeeper: "Open the gate! And let the guar know that fresh meat will be available shortly!"

You can't talk to her after the gate opens.
