Lucan's dialogue will change according to events in West Weald. If you have not completed Seeds of Suspicion:

"A fine day to you, traveler! Look around. I'm sure you'll find something you like!"

"Welcome, traveler! I bet you've got an interesting story or two … but I can see you're here to shop. How can I help you?"

"You picked an exciting time to visit Skingrad, stranger. Oh, they've got their troubles outside the city. But we've never been safer here."

After the events of Seeds of Suspicion, he is glad that Nantharion's plan was stopped:

"People worry about the Wood Elves. Turns out they're not our enemies—it was King Nantharion! King no longer, or so I hear. Now, how can I help you?"

"These are strange days. I heard a rumor about the Wood Elf king using dark magic to grow their new forest! Thank goodness someone put a stop to that."

After the events of King Nantharion's Gambit, he is relieved that Nantharion was finally stopped all together:

"What can I get you, friend? If you're arming yourself for some cultist-hunting, you're a bit late. People are saying that some hero killed their leader Nantharion."

"I don't know how it happened, but I hear the Recollection is on the run. Someone finally cornered that turncoat king, Nantharion, and put him down. Good!"

After the events of In Memory Of, he will point out there's still Recollection and Shardborn remnants in the West Weald:

"It's funny. That Recollection army and their Daedric allies are on the run. But no one seems to know why they were here, or how they were defeated."

"Good to see things get back to normal! All that's left of the Recollection and their Daedric friends are stragglers, or so I hear. How can I help you?"
