Forinor is a Wood Elf member of the Vinedusk Rangers part of the team trying to stop the Blacksap Rebellion growing in the town of Cormount.

Depending on where you are in the story and where you physically are in Grahtwood, Forinor will appear through a portal and address you:

Forinor: "Hold. We've observed your travels through Grahtwood, and have need of your … particular talents."

If you have already completed Heart of the Matter, he'll say:

"Our eyes have been watching you. They've been fixed upon you since you entered the Reliquary of Stars."

Otherwise:

"Our eyes are everywhere in Grahtwood. We've fixed them upon you for some time.
We're in need of an outsider, unknown in Cormount. Someone with … versatility."
Who are you?
"I'm privileged to be a Vinedusk Ranger. We report directly to King Camoran Aeradan, ruler of the Wood Elves. We protect his rule against all threats, without or within."
What kind of threats?

If you are not in Cormount, he'll tell you:

"It's been a year since the Grahtwood civil war ended. And the Blacksap Rebellion still operates in a city called Cormount north east of here.
With your help, the Vinedusk can end the rebellion. If you agree, I'll open a portal to a secure location."

Otherwise:

"The Blacksap Rebellion, for one. Though nearly broken at the Dominion's formation, its last remnants plague Cormount.
With your help we can finally end our civil war. If you're agreeable, I'll open a portal to our base of operations."
All right. Open the portal.

Forinor will cast a spell creating a rift in space:

Forinor: "Give me a moment to open the portal."
Forinor: "There you go, quickly now, enter the portal."

If you didn't enter the portal and approach him afterwards after leaving him for a moment:

"If you care to quash the remnants of the Blacksap Rebellion, just say the word. I'll open a portal to a secure location."
Open the portal.

Go through the portal and you'll be transported to Cormount Prison:

Forinor: "The portal transfer is complete."
Maeroth: "Good, it's who we've been expecting. You're in no danger here, friend. Come, let us speak."

Speak to him and he'll express some consternation with his magic:

"It took you approximately fifteen more seconds to transfer to this location. The portal I created to come here took five seconds.
Either my calculations are wrong, or the Planemeld is causing disruptions in the flow of magicka!"
What do you do here?
"I'm the Vinedusk's Master of Portals. I've spent most of my life studying their magical intricacies. I've developed my own types of portals, the kind which can't possibly be traced.
Without my expertise, none of this would be possible."

Once you've spoken to Maeroth and Gelthior, you will need to get Forinor to port you out of the prison.

"Say the word and I'll open a portal to Cormount. Once you pass through, it will seal behind you.
If you have anything to do before you leave, now is the time."
Open the portal.

Speaking to him after he opened the portal back:

"Good luck out there. The Blacksap are a violent bunch."

After you persuade Lorchon to surrender, Forinor has opened a portal behind the rebel and summons a magical chain that pulls him in.

Lorchon: "How … unexpected."
Forinor: "Now! Pull him through!"

After defending the Dominion camps, you'll hear a familiar voice:

Forinor: "The Blacksap are finished! We're at the west bridge. Come, join us!"

Go to the bridge and Forinor and the Treethane will be waiting for you:

Treethane Iirdel: "Our hero returns! Forinor, open a portal. Maeroth wants to speak with our friend."
Forinor: "Yes, ma'am!"

If you speak to him before entering the portal, he'll say:

"Maeroth wants to speak with you. I've opened a portal. Step through whenever you're ready."

After the quest, he will be in the audience hall:

"Sometimes I wonder if such a narrow field of study has stunted my growth as a mage. Perhaps there's more to life than just portals.
Then I think of how instrumental they were in ending the Blacksap Rebellion. Makes it all worthwhile."
