Resist Water Damage fully protects the caster or target from taking damage from lava found in Planes of Oblivion for the duration of the effect.

The effect was cut during development and is only used by a single ability, which itself goes unused. The effect fully works, though adding it via the console will not make the effect available to use in custom spells or enchanting. The effect appears to be unfinished, having no icon, visual effects, or sounds assigned to it.
