Iulus Truptor at the Imperial Chapels in Ebonheart will ask you to find a red shirt and black vest for the upcoming Harvest's End festival. The shirt and vest together are what is called a common shirt, and the color combination has special significance for the winter season. Given that this is a Western garment, Iulus will suggest that you look for it in Vivec's Foreign Quarter, Balmora, Caldera, or Pelagiad.
If you pay attention, you may notice that Frik in the chapel wears a shirt similar to the one described by Iulus. If you ask him about it, he will tell you that he bought it in Caldera, but he does not remember the name of the owner. Asking the clothiers in any of the other towns will get no results, as they do not have any. However, they will point you toward Falanaamo in Caldera, although Agrippina in Vivec will warn you that he is not a generous man. You can either buy it from Falanaamo or persuade him to donate it if his disposition is high enough (80 or higher). If you manage to persuade him, he will give you an additional common shirt and a pair of tailored trousers as well.

For our coming Harvest's End pageant, Iulus Truptor says we need a red shirt with a black vest. He asked me to ask clothiers if they would donate such a shirt and vest to the cult. He says the shirt and vest are what they call a 'common shirt.' When I have the red shirt with a black vest, I should return and deliver them to Iulus Truptor.

He was disappointed, and told me to decide whether my talents and temperaments are suited for soliciting donations. The Caldera clothier Falanaamo donated a red shirt and black vest to the Imperial cult. He also gave me a matching outfit of shirt and trousers.
