Quest not offered

I can't get this quest (or the other two "The Mad" whatever quests) to be offered (unmodded game). At best, the game crashes to disk. I've tried with the questfiles from a patched game and from the Bethesda release and neither works. My reputation is well above the minimum required. I am running the latest official patch, however.

Keep trying and read the notes if in doubt. And all quest patched by me do work, I've tested them myself before release. A marginal error can creep in sometimes but during a second play it is found and corrected for good.--PLRDLF (talk) 19:53, 19 September 2016 (UTC)
